Matthew E. Kahn is a Professor at the UCLA Institute of the Environment, the Department of Economics, and the Department of Public Policy. He is a research associate at the National Bureau of Economic Research. Before joining the UCLA faculty in January 2007, he taught at Columbia and the Fletcher School at Tufts University. He has served as a Visiting Professor at Harvard and Stanford. He holds a Ph.D. in Economics from the University of Chicago.

Jonathan Zasloff teaches Torts, Land Use, Environmental Law, Comparative Urban Planning Law, Legal History, and Public Policy Clinic – Land Use, the Environment and Local Government. He has practiced for at one of Los Angeles’ leading public interest environmental and land use firms, challenging poorly planned development and working to expand the network of the city’s urban park system, and serves on the Boards of the Santa Monica Mountains Conservancy.

Alex Wang is Professor of Law at UCLA School of Law, and a Faculty Co-Director of the Emmett Institute on Climate Change and the Environment. He is a leading expert on environmental law and the law and politics of China. His research focuses on the interaction of law and institutions in China and the United States. His previous research has examined, among other things, the institutional design of environmental law and policy, environmental bureaucracy, public interest litigation, information disclosure, and environmental courts. His work has addressed air pollution, climate change, and other environmental issues.

He holds a J.D. from NYU School of Law, and earned his B.S. in Biology with distinction from Duke University. He was a fellow of the National Committee on U.S.-China Relations (2008-10), and is a member of the Advisory Board to the Asia Society’s Center on U.S.-China Relations. He is a regular speaker on issues related to China and environmental protection.

Eric Biber is a specialist in conservation biology, land-use planning and public lands law. Biber brings technical and legal scholarship to the field of environmental law. Prior to joining Berkeley Law in 2006, he worked in the Denver office of Earthjustice, a public-interest nonprofit organization specializing in public lands and other environmental cases. His principal research interests include environmental and natural resources law, administrative law and property.

Ethan Elkind is the Director of the Climate Change and Business Program, with a joint appointment at UC Berkeley School of Law and UCLA School of Law. In this capacity, he serves as the lead author of UCLA-UC Berkeley’s grant-funded series of policy reports on business solutions to combat climate change.

Deborah Lambe ’95 is a Senior Policy Associate at the Center on Law, Energy & the Environment (CLEE) at the University of California, Berkeley, School of Law.

Cara Horowitz is the co-executive director of the Emmett Institute on Climate Change and the Environment at UCLA School of Law. The Emmett Institute was founded as the first law school center in the nation focused on climate change law and policy.

Ann Carlson is currently on leave from UCLA School of Law. She is the Shirley Shapiro Professor of Environmental Law and was the founding Faculty Director of the Emmett Institute on Climate Change and the Environment at UCLA School of Law. Professor Carlson is one of the nation's leading scholars of climate change law and policy.
