Deputy Director Named for CEQ
The White House has announced that Gary S. Guzy, former general counsel and counselor to the administrator of EPA during the Clinton administration and previously a senior attorney in DOJ’s environmental division, will be named deputy director of the Council on Environmental Quality. Guzy has also been a partner at Foley Hoag, a consultant to the Senate Environment & Public Works Committee and the Chesapeake Bay Foundation, and a Visiting Scholar at the Environmental Law Institute. He began his legal career as a law clerk to Eleventh Circuit Judge Tuttle.
A year ago, he had become General Counsel for APX, Inc. APX is in the business of creating, tracking, managing, and retiring renewable energy certificates (RECs), energy efficiency and conservation certificates, carbon offset credits such as verified emissions reductions (VERs), and greenhouse gas emission allowances.
CEQ has been sorely neglected for many years, and it’s good to see it gaining such a strong deputy. One of CEQ’s most important function is supervising the Executive Branch’s use of environmental impact statements under NEPA.
