Initiative to drastically change CEQA appears to have enough signatures to make ballot

It looks like the California Chamber of Commerce has enough signatures to put on the November ballot their initiative that would drastically change the California Environmental Quality Act (CEQA).  Given that, I’m re-upping the analyses I did earlier this year on the measure: Part 1 (overview), Part 2 (sweeping scope of the initiative in terms of laws affected), Part 3 (broad vested rights created by the initiative), Part 4 (approval changes that apply to all California law), Part 5 (limits on the types of impacts that would be considered under CEQA), Part 6 (changes to the scope and alternatives analyses under CEQA), Part 7 (the broad scope of projects covered by the initiative), Part 8 (the initiative makes future changes very difficult), Part 9 (the gaps in state environmental law the initiative would produce), Part 10 (the issues with CEQA that reforms should tackle).

While the name given the proponents to the initiative is “Building an Affordable California Act”, on the ballot the title will be: “Modifies Environmental Review for Certain Projects.”  The full measure is here.  The title of the initiative and ballot summary prepared by the state Attorney General is here.  (That title and summary will be the first part of what voters see in their ballot guides when they come out this fall.)
