Kasia Dahlbeck is a Climate Change Policy Research Fellow at UC Berkeley's Center for Law, Energy, & the Environment. Her research focuses on frameworks for equity-oriented climate infrastructure development and community resilience to climate risks. Kasia received her M.Sc. from UCL's Institute for Sustainable Resources and her B.A. from UCLA.

Malcolm is a Climate Change Policy Research Fellow in the Climate Program at CLEE. His research focuses on the equitable deployment of electric vehicles and offshore wind energy.

Ruthie Lazenby (she/her) is the Shapiro Fellow in Environmental Law and Policy at UCLA School of Law for 2023-2025, where her work will focus on energy law and regulation.

Shivani Shukla is a Research Fellow in the Climate Program at CLEE. Her work focuses on the development of climate and environmental policies, particularly on methane and natural resources. Prior to joining CLEE, Shivani aided interdisciplinary climate policy research across academia, private and public sectors in the U.S.A., Ireland and India. Shivani graduated from the MPP program at the University of Chicago and with a Masters in Applied Economics from University College Dublin. As a graduate student, she worked as a Research Assistant and Communications Intern at the Energy Policy Institute (EPIC), as Teaching Assistant for four graduate- and undergraduate-level courses, and created an interdisciplinary framework for conducting nature-based research. Shivani is a two-time EDF Climate Corps Fellow, currently based in New York. She has served in various editorial and environmental leadership positions, most recently as Executive Editor of the Chicago Policy Review and VP of Harris Sustainability Initiative.

Juan Pablo Escudero is a staff attorney at the Emmett Institute on Climate Change and the Environment at UCLA School of Law. His work lies in environmental, land use, and indigenous law both local and comparative. He previously worked as the coordinator of the environmental legislative agenda of the Government of Chile, and advised the Presidency of Chile on environmental and indigenous law issues.

Jenn Perron is a Senior Climate Policy Fellow with the California-China Climate Institute (CCCI). She has worked on global climate change for over a decade, in academia, think tanks, and non-profits, often focused on broadening stakeholder engagement and awareness on the issue.

Prior to joining CCCI, Jenn worked as a Project Manager at The Brookings Institution, facilitating inter-disciplinary collaboration and research scholarship on climate and energy issues. Before that, she served as a Community & Partnerships Manager at MIT’s Center for Collective Intelligence, and an International Climate Policy Coordinator for an international advocacy network.

Jenn has a strong background in both the science and politics of global climate change, with areas of interest in international climate policy and diplomacy and its nexus with U.S. domestic climate policies, in adaptation and building community resilience, and in the role of the networks in broadening civil society engagement and advancing multilateral environmental governance processes. She has conducted social science research on urban climate adaptation and adaptive capacity, explored the uptake of scientific information on climate impacts by agricultural decision-makers, researched sectoral decarbonization strategies, examined the effects of Latin American climate mitigation strategies on livelihoods, and tracked the UN climate negotiations, and written on the nexus of climate policy, finance, food security and sustainable land use.

She holds a Master’s in Environmental Policy from the University of Michigan’s School of Natural Resources and Environment, and a Bachelor’s in environmental science.
